Organizational and Operational Recovery

Led an organizational stabilization effort to address critical infrastructure gaps, significant staffing shortages, and low workforce morale that were severely impacting the City’s ability to operate effectively.

Key Outcomes:

Resolved major facility deficiencies that posed operational and safety risks (including issues impacting Fire Department readiness).

  1. Recruited, hired, and onboarded talent to fill 80+ vacant positions, reducing vacancy rates that had reached nearly 50% in several departments.

  2. Re-established foundational operational capacity by rebuilding workforce stability and strengthening day-to-day city service delivery.

  3. Built a high-performing and experienced leadership team by filling key positions (Assistant City Administrator, Finance Director, IT Manager, and other senior roles).

  4. Developed and implemented modernized policies and procedures to support accountability and operational efficiency, including policies related to travel, telework, and recruitment.
